Court Sentences Former Iraqi MP to Prison and Orders $4.5 Million Restitution in Corruption Case
The Iraqi judiciary has issued a prison sentence and a financial penalty against Jamal al-Karbouli after convicting him under Article 453 of the Penal Code in a case involving the misappropriation of funds from a Saudi-funded humanitarian grant intended for a hospital project in Baghdad.

According to the judicial ruling, Jamal al-Karbouli was convicted under Article 453 of the Iraqi Penal Code and sentenced to one year in prison.
However, the court ordered a suspension of the prison term due to his advanced age, while still upholding the conviction.
$4.5 Million Ordered Returned to Iraqi Red Crescent
In addition to the prison sentence, the court ordered al-Karbouli to pay $4,500,000 to the Iraqi Red Crescent Society.
The ruling stated that the amount represents funds unlawfully seized from a Saudi grant during his previous role in the organization.
Misuse of Saudi Grant for Hospital Project
The case is linked to a Saudi-funded financial grant that was originally allocated to build a new hospital in Baghdad to serve Iraqi citizens.
According to the findings, the funds were intended exclusively for humanitarian infrastructure but were diverted during al-Karbouli’s tenure in leadership positions at the Iraqi Red Crescent Society, where he served as both president and deputy president.

The ruling was issued by the Al-Karkh Court in Baghdad following extensive investigations conducted by national oversight and integrity bodies.
Authorities carried out detailed financial audits and asset-tracing procedures as part of broader anti-corruption efforts targeting financial mismanagement within state and humanitarian institutions.
