According to al-Maliki, the era of conscription is over, and the practice of requiring citizens to serve to strengthen the army is no longer common. He said the standards of military power have changed.

Financial Burden on the State

Al-Maliki said maintaining a large number of soldiers creates significant expense and places a financial burden on the state. He also stated that instead of allocating substantial funds to a manpower-intensive army, advanced systems could be used.
