Ocalan Calls for Structural Legal Reforms to 'Modernize' Turkish-Kurdish Relations Following DEM Party Visit to İmrali
Abdullah Ocalan has called for a comprehensive judicial framework to resolve the decades-long Kurdish issue, advocating for a process that will "reorganize, contemporize, and modernize" relations between Turks and Kurds.
Ocalan’s remarks were made public in a statement released today by the İmralı delegation of the Peoples' Equality and Democracy Party (DEM Party), following a rare visit to the remote İmralı Island prison yesterday, where the delegation met with Ocalan and other political detainees.
Society Facing 'Severe Crises'
According to the DEM Party statement, Ocalan emphasized that society is currently grappling with deep systemic crises across moral, political, legal, and economic spheres. Because of this societal strain, he stressed that his team remains fully committed to expediting the initiative titled the "Peace and Democratic Society Process."
"I believe that the situation in the Middle East is still pregnant with all possibilities," Ocalan stated regarding regional volatility. Commenting specifically on the ongoing conflict between Iran and Israel, he warned that both nations are locked in a trajectory toward heightened escalation.
Criticisms of Rising Nationalism
Ocalan sharply criticized the promotion of nationalism across the Middle East, warning of its destructive consequences.
"The amplification of nationalism causes immense harm," Ocalan noted. "We are working on a process that carefully considers the dangerous developments in the region, aims to prevent them, and overcomes bloody liquidations."
Reiterating that there is no time to lose, he expressed hope that all political actors would approach the situation with a sense of "historical responsibility" and urged the Turkish Parliament to handle the matter with the same high level of sensitivity.
Legal Architecture for Peace
Addressing the necessary legal mechanisms for a sustainable resolution, Ocalan asserted that a foundational framework law is essential for genuine democratization.
"A framework law can serve as the foundation for the democratization process," Ocalan explained. "Legal amendments will place us within a genuinely positive construct and initiate a process where the wheels of democracy can finally turn."
Condemning the Incident at CHP Headquarters
Ocalan also addressed a recent security breach involving the use of force at the headquarters of the main opposition Republican People's Party (CHP).
"Is entering the headquarters of a political party by breaking its door with a hammer something that should ever occur in a democracy?" Ocalan questioned. He attributed the measures taken against the CHP to structural political deficiencies, adding, "The factor that brought actions to this point is the fundamental lack of a properly functioning democracy within the core of the Republic."
The Roadmap Forward from İmralı
Reflecting on his specific focus areas, Ocalan stated that progress toward a resolution is being driven directly from İmralı Island through proposed legal steps, emphasizing the importance of preparing the Turkish Republic for a democratic transition and a rule-of-law framework.
Regarding the role of Kurds within the state, Ocalan concluded: "This is precisely what the integration of Kurds into a democratic republic signifies. We are attempting to move past a status quo that has locked the Kurdish issue in place for decades. The element of violence stemming from the Kurdish issue will be permanently surpassed through a systemic solution."
Ocalan has officially designated this new framework as the "Process for the Reorganization, Contemporization, and Modernization of Relations Between Turks and Kurds"
