Iraq has brought back a fugitive convicted in a major public funds embezzlement case after international coordination with Lebanese authorities.

Key Statements and Focus Area

  • International Cooperation: "The recovery operation was the result of continued international pursuit efforts, follow-up, and coordination with the concerned authorities." — Federal Commission of Integrity.
  • Court Ruling: "The court found the evidence sufficient and convincing to convict her of participating in the embezzlement of public funds." — Federal Commission of Integrity.
  • Focus Area: The case highlights Iraq's efforts to pursue fugitives and recover public funds through cross-border legal and security cooperation.

The Federal Commission of Integrity said Alia Hassouni, a former employee of the Wasit Health Directorate, was handed over by Lebanese authorities after Iraqi officials submitted an extradition file and coordinated with the relevant authorities.

Her return followed cooperation involving Iraq's Interior Ministry, judicial authorities, the Public Prosecution Service, and the Iraqi embassy in Lebanon. She was transferred through the Directorate of Arab and International Police, which coordinates with Interpol.

The case concerns two separate incidents dating to her time at the Wasit Health Directorate. According to the Integrity Commission, Hassouni was involved in the embezzlement of 2.855 billion dinars in one case and 923.7 million dinars in another, bringing the total to 3.779 billion dinars.

The Wasit Criminal Court had previously examined evidence, including statements from the directorate's legal representative, witness testimony, the findings of an administrative investigation, and related reports.

The court convicted Hassouni in absentia under Iraq's Penal Code and sentenced her to life imprisonment. It also ordered her to repay 3.779 billion dinars to the Wasit Health Directorate, while allowing the affected institution to seek additional compensation once the ruling becomes final.

The recovery is part of Iraq's wider efforts to locate people convicted or wanted in corruption and public funds cases, including through cooperation with authorities outside the country.

FYI

Iraq's Federal Commission of Integrity has a dedicated recovery department responsible for pursuing fugitives and seeking the return of funds linked to corruption cases. Such cases can require cooperation between Iraqi judicial and security bodies, diplomatic missions, and authorities in the country where a suspect or convicted person is located.

In this case, the Iraqi commission said the extradition process involved preparing and transmitting a formal recovery file before Lebanese authorities arrested Hassouni and transferred her to Iraq through the international police channel.
