Russia is carrying out what the Kremlin describes as retaliatory strikes against Ukraine, accusing Kyiv of expanding attacks on Russia’s civilian economy and infrastructure.

Kremlin spokesperson Dmitry Peskov said Monday that Russian forces would continue their operations despite some foreign diplomatic missions remaining in Kyiv.

Russia Defends Strikes As Retaliation

Peskov said Russia’s military operations were a response to what Moscow describes as Ukrainian attacks against Russia’s civilian economy.

The Kremlin has repeatedly characterized Ukrainian strikes on Russian territory and infrastructure as attacks on civilians and civilian facilities, while Ukraine has said its strikes target Russian military and energy infrastructure.

Peskov said Russian forces would continue their operations and warned that Ukraine would face further consequences.

Moscow Issues Kyiv Security Warning

His comments followed a warning from Russia’s Foreign Ministry urging foreign citizens and diplomats in Kyiv to leave the Ukrainian capital and avoid traveling to Ukraine.

The ministry also advised residents to stay away from military and administrative facilities.

Moscow said it would continue what it described as sustained strikes against military targets in Kyiv and other Ukrainian cities.

The Russian Foreign Ministry characterized Ukrainian attacks as “terrorist actions,” a description that has not been independently established.

Energy Cooperation With Washington

Asked about a New York Times report that the possible sale of Russian energy giant Lukoil’s foreign assets had been discussed as part of US-Russia negotiations over a potential Ukraine settlement, Peskov declined to comment directly.

He confirmed, however, that energy-sector cooperation is discussed during contacts between Russian and US officials.

Estonia Border Reports

Peskov was also asked about reports that Estonia was deploying troops closer to Russia’s border.

He said Russia’s Defense Ministry and other agencies had the intelligence capabilities needed to monitor developments along the frontier.

He did not provide further details on the reported troop movements.
