Channel8 has become the first media outlet to publish the full text of a strategic political agreement signed between the Patriotic Union of Kurdistan (PUK) and the New Generation Movement, an accord that both parties describe as a roadmap for reshaping the balance of power in the Kurdistan Region's government and parliament.
The agreement, obtained and released in full by Channel8, sets out a joint program for cooperation inside the Kurdistan Parliament and the Iraqi Council of Representatives, and lays down principles the two sides say will guide the formation of the next Kurdistan Regional Government. Full Text of the Agreement
For the sake of democracy, protecting and embodying the rights of citizens, improving their lives and livelihoods, and enhancing governance, both sides, the New Generation Movement and the Patriotic Union of Kurdistan, sign a strategic political agreement. This agreement aims to restore balance and reorganize the balance of power within the political landscape of the Kurdistan Region, and to strengthen national partnership in a manner that serves the interests of citizens without discrimination, ensuring fair and transparent management of public resources.
This agreement is a response to the current political and economic complexities in the Kurdistan Region and Iraq. It is an effort to create a new model of governance built on justice, institutional balance, and transparency in managing financial revenues, to increase citizens' trust in official institutions, and to direct the work of these institutions toward improving livelihoods, salaries, and providing the best services to citizens.
Principles of this Agreement
First: Objectives of the Agreement
- Restoring the balance of political power in the Kurdistan Region through the cooperation of governance, parliamentary, and political institutions, and creating a political block for this current stage.

Third: Cooperation at the Iraqi Council of Representatives Level

- Joint action to ensure the protection of the constitutional rights of the Kurdistan Region within the framework of the federal system.
