Key Statements and Focus Areas
- The debate in the General Assembly of the Turkish Parliament regarding the bill began at 11:00 AM on Monday, during which party leaders and MPs presented their views on the process.
- After the publication of the decree, the law will enter into force, and a six-month window will be granted to PKK members and individuals who left for foreign countries due to PKK-related cases to return to Northern Kurdistan and Turkey.
Concluding extensive discussion and debate, the bill was approved with 468 votes in favor, 88 against, and 6 abstentions.
The AK Party, MHP, CHP, DEM Party, TİP, EMEP, and HUDA PAR voted in favor of the law. The majority of the New Party and New Path also voted in favor, while New Welfare (Yeniden Refah) did not vote, and the İYİ Party voted against the law.
Under this law, a large number of PKK members will be able to return to Turkey and Northern Kurdistan. Abdullah Ocalan and high-ranking PKK leaders are excluded from this law. PKK members accused of murder are also excluded from this law.
Members sentenced to aggravated life imprisonment before 2005 are excluded from this law.
Subsequent to the passage of this law, the disarmament and dissolution of the PKK must be verified by Turkish security institutions.
After that, the National Security Council (MGK) of Turkey must approve the security agencies' report on the PKK's disarmament, which will then be published as a decree in the Official Gazette.
Upon the passage of the law, the Turkish Parliament went on recess, and the new legislative year will begin on October 1.
FYI
The new peace process originated from a major political shift in late 2024 when CHP leadership initiated direct dialogue with pro-Kurdish lawmakers.
This development led to a historic declaration in 2025, where the PKK announced its total dissolution and executed a symbolic disarmament process.
Established on August 5, 2025, the 51-member Committee on National Solidarity, Brotherhood, and Democracy spent months gathering testimonies and drafting the foundational recommendations that directly shaped the newly approved 12-article Framework Law.
Following these steps, the Turkish parliament engaged in extensive committee debates to draft a structured, social integration bill.
The 12-article bill was submitted to the Parliament Presidency on August 5 with the signatures of 367 MPs. Next, after 18 hours of debate in the Parliamentary Justice Committee, the text of the bill was approved by the committee.
