From the beginning of the year through the end of September, cumulative non-oil revenues for the governorates of Slemani, Halabja, and the independent administrations reached 498 billion and 824 million IQD.
Within this total, the fiscal performance continues to be anchored by digital accountability across multiple local departments. Consequently, the region's revised average monthly non-oil revenue is estimated at 55 billion and 424 million IQD.
All data is publicly reported via the official Shafafiat platform, an open-ledger transparency initiative launched in July 2022 by Kurdistan Regional Government Deputy Prime Minister Qubad Talabani.
The platform promotes absolute public oversight by gathering daily financial inputs managed by 828 public employees working across 28 ministries, six treasuries, and hundreds of local departments.
These metrics reflect strictly non-oil cash, checks, and clearing flows published digitally on a daily basis to closely monitor financial movements and keep citizens informed.
