SOHR: Turkish-Backed Syrian National Army Factions Withdraw to Turkey, AANES and Damascus Agree on Tishreen Dam
The Syrian Observatory for Human Rights (SOHR) reported that factions of the Turkish-backed Syrian National Army withdrew from Serekani and Gire Spi into Turkish territory on Thursday, and that the Autonomous Administration (AANES) and the Damascus government have reached an agreement regarding the management of the Tishreen Dam.
Citing its sources, SOHR said convoys of groups such as Ahrar al-Sharqiyah, the Hamzat Division, the Sultan Murad Division, and the Malik Shah faction pulled out from Serekani in al-Hasakah province, moved to Gire Spi, and then crossed into Turkey.
SOHR noted that the fighters and their families departed from Gire Spi to Turkish territory, though the reason for their withdrawal remains unclear.
Some fighters reportedly entered areas controlled by the Syrian Democratic Forces (SDF) before returning to their hometowns.
According to the Syrian Observatory for Human Rights, the Autonomous Administration of North and East Syria (AANES) and the Syrian government have reached an agreement on the management of the Tishreen Dam.
SOHR reported that both sides accepted a proposal from AANES to assume direct supervision of the dam and to carry out rehabilitation efforts in coordination with relevant international actors.
Sources told SOHR that the agreement includes a provision to keep the dam out of the conflict zone and to establish a joint committee to oversee its protection.
