APIKUR Calls for Written Agreements to Resume Kurdistan Oil Exports Following Erbil-Baghdad Accord

The Association of the Petroleum Industry of Kurdistan (APIKUR) said in a statement to Channel8 that it will resume oil exports from the Kurdistan Region upon receiving written agreements.

APIKUR spokesperson Myles Caggins stated that written agreements between the Kurdistan Regional Government (KRG), the Iraqi government, and international oil companies (IOCs) are necessary to restart exports.

On Channel8’s Target program yesterday, Caggins emphasized that restarting oil exports is key to stabilizing the economy and ensuring public sector salaries, with all parties committed to closely monitoring the process.

He highlighted the critical importance of enforcing Article 12 of Iraq’s federal budget law, which mandates an independent firm to evaluate Kurdistan’s oil production and transportation costs, and urged SOMO to oversee deliveries and payments to maintain stability and confidence in the sector.

APIKUR spokesperson’s remarks come as the KRG Council of Ministers approved a new understanding with the Federal Government Thursday on salary disbursements and financial entitlements.

At the same time, the Iraqi Council of Ministers held an extraordinary meeting, issuing several decisions related to oil and non-oil revenues and the agreement with the KRG.

Following the Prime Minister’s directive and committee recommendations, the Council of Ministers decided that the KRG will transfer 120 billion dinars to the Federal Ministry of Finance as its share of May’s non-oil revenues, pending an audit. A joint task force will audit revenues and submit a report within two weeks.

The Council has instructed a joint federal-Kurdistan committee to finalize the salary domiciliation process in the Kurdistan Region within three months, following a Federal Court ruling. Another team will review spending and May salaries will be paid after SOMO confirms delivery to Ceyhan, with deadlines starting after Council approval.
