Iraqi State Council Set to Respond to Cabinet on Kurdistan Region Non-Oil Revenues

The Iraqi State Council has concluded its meeting on the non-oil revenues of the Kurdistan Region and is expected to respond to the Iraqi Council of Ministers today.

Channel8 has learned that a delegation from the Kurdistan Region attended the meeting of the Council.

As part of efforts to resolve the issue between the two governments, the State Council’s decision could lead to a final agreement on the distribution of non-oil revenues and the provision of financial entitlements to the Kurdistan Region.

The meeting, which began yesterday, was extended into today to allow the council to submit its legal opinion on the matter.

Council’s Advisory Role May Lead Case to Federal Supreme Court

Since the role of the State Council is advisory, a council advisor told Channel8 earlier that the issue of non-oil revenues should ultimately be resolved by the Federal Supreme Court.

Speaking to Channel8, Narmin Maaroof, a member of the Finance Committee of the Iraqi Parliament, reiterated that if the Iraqi government cannot resolve the Kurdistan Region’s non-oil revenue issue, the case will be referred to the Federal Supreme Court.

Agreement Reached on Kurdistan Region Oil Deliveries

The Kurdistan Regional Government (KRG) and Baghdad have reached an agreement on handing over the Kurdistan Region’s oil to the federal authorities. Under the agreement, all oil produced—except that of APIKUR companies—will be delivered to SOMO, with 50,000 barrels reserved for domestic consumption.

Channel8 understands that the KRG has requested Baghdad to resume timely salary payments following the delivery of the first batch of 100,000 barrels and emphasized that salary payments should begin with July.

Tripartite Agreement with Baghdad and Oil Companies Nearing Completion

In yesterday’s KRG Council of Ministers meeting, officials stated that the tripartite agreement with the Iraqi government and oil companies is still pending, but negotiations have progressed well, and the agreement is expected to be drafted by the end of this week.

KRG Prime Minister Calls on Federal Government to Transfer Funds Immediately

The Prime Minister stressed that the government has fulfilled all constitutional obligations and utilized maximum latitude to resolve outstanding issues with Baghdad. He urged the federal government to transfer the funds to the Kurdistan Region immediately.
