Kurdistan Non-Oil Revenue Dispute Awaits Final Decision from Iraqi State Council

Dr. Karim Khasbak, head of Iraq’s State Council, announced via Channel8 that discussions regarding the final decision on Kurdistan Region’s non-oil revenues are still ongoing.
Once a conclusion is reached, it will be formally announced, and all parties will be informed.
He emphasized that, according to legal procedures, the Council's work remains confidential until a final decision is made, at which point the content will be disclosed.
Channel8 Reports:
- The State Council is preparing a response to the Iraqi Council of Ministers.
- If the Iraqi Cabinet holds an emergency meeting early next week, it may decide on the salaries for July and the remaining months of this year.
- If no emergency meeting occurs, a decision regarding the salaries of Kurdistan Region employees is expected by Tuesday next week.
Revenue and Salary Updates:
- The Kurdistan Regional Government (KRG) is awaiting resolution of the non-oil revenue issue before sending July’s non-oil revenue to Baghdad.
- For May and June, Baghdad approved salary payments, and Erbil transferred 120 billion Iraqi dinars in non-oil revenue to the federal treasury.
Negotiation Status:
- The KRG will not send any non-oil revenue to Baghdad until a formal agreement is reached.
- Erbil has expressed readiness to transfer 50% of federal non-oil revenues to Baghdad and retain 100% of internal tax revenues.
- Baghdad, however, demands 50% of the total non-oil revenues from the Kurdistan Region.
