Iraqi Justice Minister Announces Tripartite Agreement on Oil Exports and July Salaries Amid Kurdistan Revenue Dispute
During his appearance on Channel8’s “Target” program, Iraqi Minister of Justice Khalid Shwani announced that the State Council’s report regarding non-oil revenues from the Kurdistan Region has been forwarded to a ministerial committee to seek a consensual resolution.
He also revealed a tripartite agreement on resuming oil exports and confirmed that the Council of Ministers has approved the disbursement of July salaries, contingent upon the Kurdistan Region transferring 120 billion dinars from its non-oil revenues.
State Council Report and Ministerial Committee
Shwani emphasized that the report prepared by the State Council on Kurdistan’s non-oil revenues delves deeply into Iraqi laws and constitutional provisions. Consequently, the Prime Minister has sent the report to a ministerial committee tasked with finding a suitable solution between Baghdad and Erbil. He stated, “Sending the report to the ministerial committee means seeking a consensual solution to the non-oil revenue issue.”
Tripartite Oil Agreement and Salary Disbursement
The Justice Minister confirmed a tripartite agreement between the Kurdistan Regional Government (KRG), the Federal Government, and oil companies to resume oil exports from the Kurdistan Region. This agreement, he noted, laid the groundwork for decisions regarding salary payments. At a recent cabinet meeting, the Council of Ministers approved the disbursement of July salaries, citing “progress on the oil file.”
Non-oil Revenues and Regional Commitment
Regarding the Kurdistan Region’s non-oil revenues, Shwani pointed out discrepancies in the legal interpretation of the articles governing these revenues. As a result, the KRG has been instructed to commit to transferring 120 billion dinars to the Federal Government, consistent with previous months. In return, the Federal Government will proceed with disbursing July salaries.
Role of Kurdish Ministers and Resolving Financial Disputes
Shwani also highlighted the involvement of Kurdish ministers and the KRG delegation in the negotiations, noting their pivotal role. He stressed the importance of ensuring salary payments for public employees. These agreements and developments in the oil dossier are expected to bring an end to the ongoing financial and salary-related disputes.
