Amanj Raheem, Secretary of the Kurdistan Regional Government (KRG) Council of Ministers, announced the Kurdistan Regional Government (KRG) expressed its satisfaction with reaching a trilateral agreement to resume oil exports from the Kurdistan Region. The government emphasized that this step could strengthen financial stability and help resolve the salary crisis affecting public employees in the region.

Summary of the Agreement

The agreement consists of six main and preliminary articles and was formally signed by Iraq’s Ministry of Oil, the KRG’s Ministry of Natural Resources, and participating oil companies. It clearly outlines the rights, obligations, and commitments of all three parties involved.

Resumption of Oil Exports

It has been decided that at exactly 6:00 AM on Saturday, September 27, 2025, oil from the Kurdistan Region will once again flow through the Kurdistan–Ceyhan pipeline to international markets.

Financial and Marketing Mechanism

Under the new agreement, Iraq’s State Oil Marketing Organization (SOMO) will take responsibility for marketing Kurdistan’s oil. The revenue from oil sales will be transferred to the federal treasury in Baghdad. Simultaneously, non-oil revenues from the Kurdistan Region will also be deposited into the federal treasury. This arrangement ensures that the Kurdistan Region contributes to Iraq’s overall revenue growth.

KRG: Ending the Salary Crisis

According to the Amanj Raheem, Secretary of the Kurdistan Regional Government (KRG) Council of Ministers’ official statement, the primary goal of this agreement is to resolve the salary crisis and ensure financial fairness for the Kurdistan Region. The government expressed hope that the deal would lead to consistent salary payments and end the uncertainty faced by public employees. It stressed the importance of separating salary issues from political disputes. Revenues will be allocated within the framework of Iraq’s national budget to cover the Region’s salary and financial entitlements.
