KRG Reaffirms Compliance With Tripartite Oil Agreement, Calls for Continued Talks on Non-Oil Revenues

The Kurdistan Regional Government (KRG) Council of Ministers reiterated its compliance with the tripartite oil agreement and called on the Iraqi government to continue the negotiating delegations of both sides to resolve the issue of non-oil revenue, like oil.

The cabinet convened today and, in a statement, reaffirmed its support for continuing the implementation of the oil agreement that came into force on September 27.

Oil Deliveries Continue, Revenues Returned to Federal Treasury

According to the cabinet, in recent days since the agreement was struck, the Ministry of Natural Resources has delivered an average of 195,000 barrels of oil per day from the Kurdistan Region oil fields to the State Oil Marketing Organization (SOMO), and the revenues have been returned to the federal treasury.

KRG Seeks Federal Fulfillment on Salaries and Non-Oil Revenue Negotiations

The cabinet hoped that the federal government would continue to fulfill its obligation to disburse financial entitlements of the Kurdistan Region public sector employees for August and other months, as in other parts of Iraq.

Regarding the issue of the federal treasury share, the cabinet reaffirmed the commitment of the KRG to share non-oil revenues with the Iraqi Ministry of Finance. 

The KRG further stressed that the Iraqi Ministry of Finance has not spent any money on consumption and investment expenditures in the Kurdistan Region.

KRG Challenges State Council Report

Earlier, a minister told Channel8 that the government intended to propose to Baghdad not to follow the report of the State Council and restart negotiations on the issue of non-oil revenues, because the Kurdistan Region cannot send 120 billion dinars every month.

Non-Oil Revenue Issue Remains Unresolved Despite Oil Agreement

The issue of non-oil revenues remains under discussion between Erbil and Baghdad and has not been concretely settled, while the oil agreement signed on September 25 by all parties and the resumption of oil exports on the 27th ended a process that had been stalled for nearly two years and six months.
