Kurdistan Awaits Baghdad’s Approval to Release 120 Billion Dinars in Non-Oil Revenue

According to Channel8’s sources, the Kurdistan Regional Government (KRG) is waiting for the Iraqi federal government's approval to transfer 120 billion dinars in non-oil revenue from August into the account of Iraq’s Ministry of Finance.

 Non-Oil Revenue Breakdown

The total non-oil revenue for August is ready and amounts to 120 billion dinars, distributed as follows:

  • 48 billion dinars from the Sulaymaniyah branch of the Central Bank
  • 72 billion dinars from Erbil and Duhok

 Salary Transfer Mechanism

The process is structured in three steps:

  1. Baghdad must first approve the salary funding.
  2. Then, the KRG deposits the non-oil revenue into Iraq’s bank account.
  3. Finally, Baghdad sends the salaries to the region.

 Sudani’s Assurance

Although the topic of salaries wasn’t discussed in yesterday’s Iraqi Council of Ministers meeting, Kurdish ministers met with Iraqi Prime Minister Mohammed Shia Al-Sudani afterward. Sudani reportedly stated that “a decision on salary transfers will be made within a week” and emphasized that “no obstacles remain in the process.”

 Salary Timeline Pressure

So far this year, civil servants, teachers, and retirees in Kurdistan have received only seven salary payments, and are still waiting for five more. With only 67 days left until the fiscal year ends on January 15, this means Baghdad must send a salary payment every 13 days to fulfill the remaining obligations.
