High-Level Iraqi and Turkish Delegations Discuss Oil Export Agreements and Pipeline Development
A high-level delegation from the Iraqi Oil Ministry is in Turkey, engaging with officials to discuss oil exports and the development of a new pipeline mechanism.
The Iraqi delegation led by Bassem Mohammed, Deputy Minister of Oil for Extraction Affairs, and the Turkish delegation led by Ahmet Berat Conkarr, Deputy Minister of Energy and Natural Resources.
Efforts to Reach New Oil Pipeline Agreement
The Iraqi Oil Ministry stated that the primary goal of the visit is to explore a solution for a new agreement concerning the Iraq-Turkey oil pipeline and to facilitate the resumption of oil exports.
According to the statement, the talks focused not only on the oil pipeline but also on the preparation of a draft agreement between the two countries to participate in all energy projects of all kinds.
Positive Atmosphere and Mutual Strategy
The ministry stated that the talks had a positive atmosphere with good understanding, and important steps have been taken to rewrite and amend the new agreement based on mutual interest and strategy.
Kurdistan Region Resumes Oil Exports via Ceyhan Pipeline
The Kurdistan Region resumed oil exports through the Ceyhan pipeline to international markets on September 27, 2025, following an agreement with oil companies and the federal government on September 25, after months of negotiations; exports had been halted since March 25, 2023.
Turkish authorities, along with Iraq’s, welcomed the agreement as a means to boost the overall economy and bilateral economic relations.
KRG Continues Oil Exports and Production Goals
Yesterday, Hamdi Shingali, Deputy Director of Iraq’s State Oil Marketing Organization (SOMO), told Channel8 that the Kurdish Region continues to export 230,000 to 250,000 barrels of oil daily through SOMO.
Under Iraq’s federal budget law, the KRG is required to deliver 400,000 barrels of oil per day to SOMO in exchange for financial entitlements from Baghdad. KRG and SOMO officials previously confirmed efforts are underway to raise production back to that level.
