Iraq’s Post-Election Recount and Government Formation to Take 20 Days

Following the parliamentary elections held on November 11, 2025, Iraq has entered the stage of vote verification. By law, the process requires around 20 days before the final results can be officially announced.

Vote Recount Process

Jumana al-Ghalai, spokesperson for the Independent High Electoral Commission, explained the steps:

  • Three days for complaints: Political parties may submit objections.
  • Seven days for review: The Council of Commissioners examines and unifies the votes.
  • 20 days in total: The recount and verification process concludes within this timeframe.
  • Final announcement: Results are declared after the judicial authority issues its ruling.

Constitutional Procedures After Approval

According to Iraq’s permanent constitution, once the Federal Court ratifies the election results, the following steps must take place:

  • Parliament convenes: Within 15 days, the President calls the new parliament to hold its first session, during which the parliamentary leadership is elected.
  • Election of the President: Within 30 days, parliament must elect a new President of the Republic.
  • Nomination of the Prime Minister: The newly elected President has 15 days to assign the candidate from the “largest parliamentary bloc” to form a government.
  • Formation of the Cabinet: The designated Prime Minister then has 30 days to present the cabinet lineup and secure parliament’s confidence.
