Sulaymaniyah IHEC Director Denies Official Request for Kurdistan Parliament Re-Election

Amanj Aziz, director of the Sulaymaniyah office of the Independent High Electoral Commission (IHEC), has denied receiving any official request to repeat the Kurdistan Parliament elections. 

Senior KDP officials warned in recent days that the ongoing political deadlock between both major parties in the Kurdistan Region in both Erbil and Baghdad—specifically the failure to form a new government and the “unfair” seat distribution in certain provinces—could eventually necessitate a snap election as a last resort.

No Indication of Repeat Parliament Election,

Aziz told Channel8 that, thus far, there is no indication of a repeat of the Parliament election, and no formal request for such an action has been received.

He noted that the final decision lies with the Board of Commissioners and that the matter depends on the Kurdistan Region Presidency.

The director confirmed that whenever the board decides to hold a re-election, it must coordinate with the relevant parties and obtain approval for the procedures.

As the executive authority, IHEC requires a minimum of six months to complete the necessary procedures and preparations for conducting the election.

The sixth term of the Kurdistan parliamentary election was held on October 20, 2024, and the inaugural session took place on December 2, 2024.

PUK and KDP Disputes Over Government Formation; New Alliance Formed

Following several high-level discussions regarding the formation of a new cabinet, the Kurdistan Democratic Party (KDP), which secured 39 seats, and the Patriotic Union of Kurdistan (PUK), with 23 seats, did not reach an agreement.

This was mainly due to persistent disagreements over the allocation of ministerial posts and proposed changes to the governance system in the upcoming phase.

The last meeting of the senior delegations of the PUK and KDP was held on 16 December last year in Erbil's Pirmam without any accord on the issue. 

Earlier this year, the PUK and the New Generation Movement, with 15 seats, formed a formal political alliance and a joint parliamentary bloc focused on revitalizing institutions, ensuring transparent budgeting, and breaking parliamentary paralysis.

Qubad Talabani: No Plans to Meet KDP

Speaking to Chanenl8 earlier this week, Qubad Talabani, deputy prime minister of the Kurdistan Regional Government and a member of the PUK Political Bureau, said there is no intend to meet with the KDP regarding government formation soon. 

Regarding the KDP's dissolution of the parliament and the decision to conduct snap elections, he emphasized that the PUK is “ready for any possibility."
