The Kurdistan Regional Government (KRG) cabinet convenes on 15 October 2025.

The Kurdistan Regional Government (KRG) Council of Ministers is set to convene Wednesday morning to draft a comprehensive negotiating roadmap with Baghdad’s new federal cabinet, targeting long-standing disputes over oil management, customs systems, and a severe public revenue deficit threatening local salaries, as well as forming a new high-level body.

The KRG has released the agenda for today's 10:00 AM regular cabinet session, highlighting "a strategic roadmap" to advance negotiations with Baghdad’s newly formed federal cabinet over unresolved disputes.

KRG Moves to Form New High-Level Ministerial Committee

Per the agenda, ministers will deliberate on a proposal to establish a Permanent High-Level Ministerial Coordination Committee with Baghdad to ensure continuous implementation of bilateral agreements and decisions.

Channel8 yesterday reported the formation of the committee via an informed source. The newly proposed body will be tasked with resolving years of pending disputes between the federal government and the Kurdistan Region while establishing mechanisms to prevent future bilateral tensions.

The KRG Council of Ministers is expected to debate the framework and member selection for a new joint ministerial committee during today's session to unify negotiations with Baghdad.

Review Federal Oil Dossier

The cabinet will also review the latest developments in the federal oil dossier, following June 3rd meeting between KRG delegates, oil executives, and Iraqi Prime Minister Ali Faleh al-Zaidi.

Stalled Customs Integration, Revenue and Sallay

In the third item, discussions will address a sharp decline in public revenue linked to regional instabilities and stalled ASYCUDA customs integration, which is directly jeopardizing public sector salary payments.

Economic Delegation Slated for Baghdad Visit

A KRG economic delegation is expected to arrive in Baghdad earlier this week to discuss Erbil-Baghdad issues and the ASYCUDA customs system; however, the meeting is scheduled for next week.
