Kurdistan Region Road Network Expansion Plan: 4.1 Trillion IQD Allocated Across 227 Projects

The Kurdistan Region Ministry of Construction and Housing is implementing a large-scale master plan to expand and upgrade roadway infrastructure. Multiple strategic projects worth more than four trillion dinars are currently underway, resulting in the construction or rehabilitation of over 3,000 kilometers of roads.

Scope of Projects and Total Investment

Agrin Abdulla, Deputy Minister of Construction and Housing, announced that 227 strategic road projects are currently in the implementation phase.

The total investment allocated for these developments amounts to 4 trillion and 179 billion Iraqi Dinars (IQD). Among the major projects are the Kore–Shaqlawa–Qandil dual carriageway, valued at 97 billion and 375 million IQD and currently 50% complete, and the Koya–Erbil dual carriageway, budgeted at 683 billion IQD and currently 40% complete.

Key Projects in Kalar, Darbandikhan, and Raperin

A significant share of the ongoing projects is being implemented based on proposals submitted by Deputy Prime Minister Qubad Talabani.

These include the Kalar–Darbandikhan highway project extending to the old tunnel, which has a budget of 591 billion and 860 million IQD and is currently 30% complete. Another project is the Dukan–Chwarqurna dual carriageway, connecting phases 1, 2, and 3, with a budget of 260 billion and 699 million IQD and a completion rate of 16%.

Funding Sources and Revenue from Weigh Stations

The Ministry of Housing and Reconstruction finances its infrastructure projects through three main sources: the investment budget for large-scale projects, the ministry’s operational budget, and 30% of revenues generated from cargo weigh stations.

Cargo weigh stations are currently operating at 40 locations and generate annual revenues exceeding 5 billion IQD, which is reinvested directly into road maintenance and development.

Road Development Achievements 2019–2026

The Deputy Minister stated that 810 road projects were completed over the past seven years.

Only 100 of these were funded through the capital investment budget, while the remainder were financed through the ministry’s regular budget and weigh station revenues, with total spending reaching 1 trillion and 57 billion IQD. According to official data, 3,055 kilometers of roads were constructed or fully rehabilitated during this period.
