KRG Seeks New Agreement with Baghdad on Contract Employees’ Salaries
The timing for distributing salaries to contract teachers and employees remains unclear, as the Kurdistan Regional Government (KRG) works to address the issue through a new agreement with Baghdad.
Salary Costs and Uncertainty Over Distribution
According to information obtained by Channel8, no date has yet been determined for distributing the salaries of contract teachers and employees.
The monthly salary cost for this category amounts to 43 billion dinars, and the KRG intends to cover this amount each month through domestic revenues.
KRG Pushes for a New Agreement with Baghdad
Following the return of the technical delegation, the KRG is expected to send a high-level delegation to Baghdad for talks with the Iraqi Minister of Finance and other officials.
The objective of the discussions is to reach a new agreement under which domestic revenues sent to Baghdad would be calculated based on actual revenue declines rather than a fixed monthly amount of 120 billion dinars.
Permanent Solution Proposed in the 2026 Budget
As part of efforts to permanently resolve the issue of contract salaries, the KRG plans to request the inclusion of contract employees in the official payroll lists under the 2026 budget.
This step would allow their salaries to be transferred directly from Baghdad each month, in the same manner as permanent employees.
Non-Oil Revenue Shortfall and Baghdad’s Financial Requirement
Under the previous agreement, the KRG is currently required to secure contract salaries through domestic revenues.
According to statistics, the Region’s non-oil revenue totaled 86 billion dinars in April and 106 billion dinars in May. However, the federal government requires 120 billion dinars per month as the federal treasury’s share, creating a deficit for the KRG.
