Iraq Arrests Former Saladin Governor Following Senior Oil Official’s Confessions

The Integrity Commission forces in Iraq arrested Raed al-Jabouri, the former Governor of Saladin, following confessions made during corruption investigations by a former senior oil sector official.

According to Iraqi media reports, al-Jabouri’s arrest follows the high-profile detention of Adnan al-Jumaili, the former Deputy Minister of Oil for Refining Affairs and Director General of the North Refineries Company, whose confessions during interrogation implicated multiple figures in corruption schemes.

Raed al-Jabouri is an Iraqi physician and politician who served as the Governor of Saladin for several years until he was relieved of his duties at his own request in April 2016. 

He previously served as the Director General of the Saladin Health Department, during which time he oversaw hospital construction projects in the governorate.

Seized Assets Hit $10M and 31B Dinars 

Al-Jumaili was arrested on May 30 on charges of financial and administrative corruption at the Baiji Refinery. His arrest was executed in the Ishaqi area of Saladin Governorate by a special force operating under Iraqi Prime Minister Ali Faleh al-Zaidi.

The Central Anti-Corruption Criminal Court announced yesterday that total asset seizures tied to the graft case of al-Jumaili have risen to $10 million and 31 billion Iraqi dinars. 

The milestone follows the weekend recovery of 20 billion dinars hidden on a farm and the interception of a 5-billion-dinar smuggling operation, alongside the judicial confiscation of 70 real estate properties, 21 luxury vehicles, and 3 kilograms of gold jewelry as investigations expand.

Al-Zaidi’s New Integrity Strategy Dismantles Systemic Graft Networks 

The high-profile arrests come amid a sweeping anti-corruption campaign launched by al-Zaidi, who has prioritized dismantling systemic graft networks and enforcing strict wealth disclosure mandates across all government ministries. 

This enforcement strategy is directed by the newly formed Supreme Sovereign Council for Integrity, which consolidates judicial and state audit powers to rapidly track and recover stolen public assets.
