More than 1.7 million citizens have registered for employment assistance with the Ministry of Labor and Social Affairs, underscoring the severe macroeconomic challenge posed by unemployment across the country.

According to official data published by the state newspaper, Al-Sabah, the registry maintained by the Directorate of Vocational Training indicates that youth comprise the vast majority of those seeking job opportunities. In response to the growing labor surplus, the ministry has introduced a national stabilization strategy designed to expand vocational training, support self-employment, and stimulate private sector growth.

Comprehensive Strategy for Job Creation

To address the high concentration of job seekers, the Ministry of Labor and Social Affairs is transitioning away from a reliance on public sector employment toward a model centered on private investment and entrepreneurship. Osama Majidi al-Khafaji, the Director of the Labor Directorate, stated that the ministry has finalized a multi-tiered plan to mitigate the crisis in coordination with state economic authorities.

The primary operational components of the new plan include:

  • Vocational Skill Development: Launching specialized training courses to align youth capabilities with modern labor market requirements.
  • Administrative Modernization: Restructuring regulatory programs in tandem with relevant government agencies to accelerate employment placement.
  • Investment Facilitation: Developing regulatory incentives to attract domestic and foreign capital into high-growth sectors.

Promotion of Innovation and Entrepreneurship

The ministry’s updated policy places significant emphasis on fostering a culture of innovation and self-employment among younger demographics. According to administrative micro-data, encouraging small-scale private enterprises is viewed as a vital mechanism for reducing state reliance on oil-funded public rolls and building systemic economic resilience.

The Directorate of Labor has outlined specific targets to support the private sector framework:

  • Pioneering Project Subsidies: Providing structured financial and logistical support to youth-led startup initiatives.
  • Private Sector Job Multipliers: Incentivizing young entrepreneurs to scale their businesses, thereby creating secondary and tertiary employment opportunities for their peers.
  • Economic Diversification: Channeling private investment into underdeveloped industries to help stabilize the broader national economy.
