Ninth KRG Cabinet Statistics: Erbil Projects Triple Sulaymaniyah, Duhok Reaches 15 Times Halabja
According to official statistics from the Kurdistan Regional Government (KRG), significant disparities exist in both the number of projects and allocated budgets among provinces and autonomous administrations during the seven-year tenure of the Ninth Cabinet, with the majority of projects and funds directed toward Erbil and Duhok. The cabinet allocated the vast majority of service project budgets to Erbil and Duhok.
Erbil vs. Sulaymaniyah Projects
Over the past seven years, Erbil Governorate saw 2,779 projects implemented at a total cost of 3.2 trillion IQD (3,200,000,000,000).
In contrast, Sulaymaniyah Governorate had 872 projects executed at a cost of 1.6 trillion IQD (1,600,000,000,000).
This indicates that Erbil received 1,907 more projects and 1.6 trillion IQD more in funding than Sulaymaniyah.
Duhok vs. Halabja Projects
At the governorate level, the gap widens further between Duhok and Halabja. Duhok Governorate completed 1,591 projects costing 681.5 billion IQD (681,500,000,000).
Meanwhile, Halabja Governorate saw only 101 projects implemented at a cost of 112 billion IQD (112,000,000,000). Consequently, Duhok had 1,490 more projects and 569.5 billion IQD more budget than Halabja.
Soran vs. Raparin Autonomous Administrations
In the Soran Autonomous Administration, 182 projects worth 282 billion IQD (282,000,000,000) were carried out over the past seven years.
On the other hand, the Raparin Administration recorded a higher number of projects with 242 projects, but with a lower total value of just 121.5 billion IQD (121,500,000,000).
This reveals that while Raparin had 60 more projects, the Soran Administration was allocated 160.5 billion IQD more in budget.
Garmian vs. Zakho Autonomous Administrations
Comparing the Garmian and Zakho administrations, Garmian completed 195 projects valued at 221.6 billion IQD (221,600,000,000).
Conversely, the Zakho Autonomous Administration implemented 107 projects worth 102 billion IQD (102,000,000,000). Therefore, Garmian executed 88 more projects and received 119.6 billion IQD more funding than Zakho.
KRG Data: Erbil and Duhok Secure Lion's Share of Service Budgets
According to the KRG’s own data, the Ninth Cabinet exhibited significant disparities in budget allocation for service projects among cities, with the vast majority of funding directed toward the Erbil and Duhok regions.
Funding for Erbil and Duhok Regions
Based on the booklet "A Summary of Ninth Cabinet Projects in Data," published by the KRG Department of Media and Information, a total of 4,263,700,000,000 IQD (4.2637 trillion) was spent on projects in Erbil, Duhok, Soran, and Zakho.
This amount accounts for 67.48% of the entire budget allocated for these projects.
Funding for Sulaymaniyah and Halabja Regions
In contrast, projects within Sulaymaniyah and Halabja governorates, alongside the Raparin and Garmian administrations, received 2,055,800,000,000 IQD (2.0558 trillion).
This expenditure represents a mere 32.52% of the total project spending across both major regional divisions, highlighting a stark gap in funding.
