The caretaker Kurdistan Regional Government (KRG) Council of Ministers is convening today for a regular session to tackle the region's escalating fuel crisis and formalize its fiscal demands for Iraq’s upcoming 2027 federal budget law.

The primary focus of today’s ministerial agenda is mitigating the financial burden on citizens caused by a recent surge in market petrol prices.

A central component of the strategy involves securing access to the federal government's subsidized fuel network. 

The second agenda item features a comprehensive proposal from the Ministry of Finance and Economy outlining the region’s structural financial requirements for the 2027 Iraqi Federal Budget.

The KRG aims to finalize its baseline entitlements for public expenditures and investment allocations before submitting the official portfolio to Baghdad. Additionally, ministers are expected to authorize enhanced market monitoring committees. Administered through the Ministry of Natural Resources, these committees will regulate fuel traders, prevent monopolistic market practices, and stabilize retail prices.

Amanj Raheem, Secretary of the KRG Council of Ministers, told Channel8 yesterday that the cabinet will explore mechanisms to benefit from Baghdad's subsidized petrol, which is distributed at 450 IQD per liter. 

Raheem noted that because the KRG's current federal allocations are strictly limited to public sector salaries, the regional government lacks the independent financial capacity to subsidize fuel. 

Consequently, Erbil is urging Baghdad to extend equitable fuel subsidies to drivers within the Kurdistan Region.

Meanwhile, the KRG Ministry of Natural Resources has launched an urgent targeted strategy to resolve regional fuel shortages, review market pricing, and enhance fuel quality inspections across all provinces. 

As part of this initiative, the ministry will push the federal government to increase its daily crude oil supply from 50,000 barrels to the region's full legal entitlement of 126,700 barrels.

Officials pledged to boost the supply of government-subsidized gasoline at 750 IQD per liter while easing import regulations for commercial fuel and necessary chemical components. 

Regarding the budget for the upcoming year, earlier this week, the Iraqi Parliamentary Finance Committee, led by MP Uday Awad Kadhim, met with the federal Budget Department to design the structural framework for the 2027 state budget. 

The upcoming federal budget will transition to a hybrid fiscal model, blending traditional line-item appropriations with digital, performance-based planning and mandatory project tracking to maximize non-oil revenues.
