Channel8 has learned that the Kurdistan Region Ministry of Finance has increased pressure on provincial pension directorates to ensure all incomplete civil and military pension files are audited and resolved before the 2027 budget preparations begin.
Key Statement and Focus Area
- The Ministry has requested pension directorates to expedite their work so that no files remain pending.
- The primary objective is to accurately lock in complete pensioner data within the 2027 budget proposal.
- A portion of the files in the provinces and independent administrations still remains and has not yet been forwarded for the final audit.
Hakim Fathullah Omar, Deputy Director General of Peshmerga Pension, stated that military pension files undergo a specific process involving exchanges between the Ministry of Peshmerga and the Accounting Department of the Ministry of Finance.
For the September salary, the names of 200 new retirees from Region One and Region Two—two operational sectors formed as part of Peshmerga reforms and reunification—have been entered into the system.
However, he emphasized that some files require the approval of the Council of Ministers and a Regional Presidential Decree to be finalized.
The number of remaining files is not large. The Ministry of Peshmerga reaffirms that they will immediately process any list that reaches them.
This urgency in resolving the files is tied to reorganizing the general public payroll staffing and securing financial entitlements within the framework of the upcoming budget law.
FYI
The high-level meeting chaired by KRG Finance Minister Awat Sheikh Janab on August 3 officially launched the Kurdistan Region's preparations for Iraq's 2027 federal budget, utilizing the latest general population census data to mathematically justify raising the Region's budget share to 14 percent.
Moving beyond historical salary disputes, the joint ministerial council is holding individual sessions with all government institutions to estimate and lock in comprehensive funding requirements for salaries, operational costs, civil service employment positions, and critical investment projects.
Meanwhile, the Finance Minister met with the Minister of Martyrs and Anfal Affairs, Abdullah Haji Mahmoud, on Tuesday to discuss aligning the salaries and benefits of martyrs' families, Anfal victims, and political prisoners with the federal government.
The joint meeting focused on establishing standard procedures to secure these adjustments directly within the upcoming 2027 draft budget law.
During the session, both ministries reached a mutual understanding to guarantee that all financial entitlements for this specific segment are fully protected.
The primary objective is to integrate their allocations into the 2027 fiscal plan, ensuring they receive the same financial rights and benefits as their counterparts in Baghdad.
