The Iraqi Parliament hosted a comprehensive legislative session on Sunday, completing the first reading and discussion of four major draft laws aimed at economic development, environmental sustainability, and public safety.

  • Parliament Speaker Haibat al-Halbousi confirmed the government's serious intent to "complete executive procedures to allocate one million land plots for distribution to eligible citizens across 15 provinces based on population ratios." 
  • He emphasized "the importance of reducing informal housing settlements and preserving the civilized appearance of cities."

The session, which was partially presided over by First Deputy Speaker Adnan Faihan, brought together 218 lawmakers to systematically process the legislative agenda.

The parliament finalized the first reading of the Renewable Energy Regulation bill, submitted by the Electricity and Energy Committee. This bill establishes a legal framework to incentivize citizens and investors, maximize green energy output in the national grid, protect the environment, and combat climate change.

Lawmakers also completed the first reading of the first amendment to the Industrial Cities Law No. 2 of 2019. This draft resolves overlapping jurisdictions between industrial city directors and developers while legally securing developers' property rights to stimulate commercial investments.

The Security and Defense Committee advanced an amendment to Civil Defense Law No. 44 of 2013, aimed at optimizing preventative safety measures, increasing fines for safety violations during construction, and expanding emergency-response infrastructure.

The session concluded with the review of the Iraq-France Strategic Partnership Treaty, which codifies bilateral cooperation across political, military, economic, and environmental sectors based on mutual sovereignty and non-interference.

Before adjourning the session until Monday, First Deputy Speaker Adnan Faihan ordered the Parliamentary Secretariat to officially place the highly anticipated amendment to the Narcotics and Psychotropic Substances Control Law on the agenda for the upcoming legislative meeting.

The acceleration of these domestic legal frameworks comes as Iraq navigates complex macroeconomic pressures. The country shifted from a budget surplus to a severe financial deficit in the first half of 2026 due to regional shipping disruptions in the Strait of Hormuz bottlenecking oil exports. 

By diversifying the national grid through new renewable energy frameworks and legally shielding private developers in industrial zones, lawmakers are looking for alternative pathways to stimulate the local economy and reduce reliance on volatile crude revenues. 

Meanwhile, infrastructure initiatives like the 15-province land distribution program are designed to directly address the domestic market stagnation and public dissatisfaction caused by recent public sector salary delays.
