While the initiative hinges strictly on the dissolution and disarmament of the PKK, the meeting also follows recent disclosures by Nationalist Movement Party (MHP) Chairman Devlet Bahceli regarding a newly constructed two-story residence for Ocalan on Imrali Island.

However, Ocalan has reportedly refused to occupy the facility until his legal status within the state's disarmament committees is formally defined.

This delegation, which conducted its first visit on December 28, 2024, last met with Ocalan on August 2 of this year.

Today's meeting comes at a time when the peace process, which Ankara labels "Terror-Free Turkey," has entered a legal stage after the Turkish Parliament voted on the law on August 10. The primary condition for its implementation remains the dissolution of the PKK and its disarmament. 

The newly created Monitoring and Evaluation Council, chaired by Vice President Cevdet Yilmaz, activated four specialized state working groups in late August to oversee execution.

These groups are legally tasked with auditing the judicial coordination, security parameters, and social integration plans required to fulfill the framework's mandates.
