FYI
Comprising 12 articles, the newly approved law, which is designed to disarm, dissolve, and reintegrate the Kurdistan Workers' Party (PKK) to permanently end Turkey's four-decade-long conflict, establishes a legal framework to defer judicial trials and prison sentences.
The parliament officially passed the landmark legislation on August 10, following a comprehensive 12-hour legislative debate that concluded with a cross-party majority of 467 votes.
Active enforcement of the legislation is strictly conditional upon an official declaration by the National Security Council of Turkey confirming verified disarmament.
A high-level oversight committee, led by the Vice President and composed of relevant cabinet ministers, is mandated to monitor the execution of the framework and submit regular progress updates to parliament.
According to the text published in the Official Gazette, eligible individuals seeking to utilize the framework must submit an application within a six-month window following the National Security Council's formal decision.
The statutory protections explicitly exclude cases of intentional homicide, and should any beneficiary commit a terrorism-related offense during the specified deferral period, the suspension of their sentence will be immediately revoked.
