At a Glance

  • The Nineveh Provincial Council opened nominations for the Shingal District Governor position.
  • Eligible candidates must be at least 30 years old, hold a bachelor's degree, maintain native status or 10 years of continuous residency in Nineveh, and have no prior convictions for felonies or corruption.
  • The move circumvents unfulfilled joint appointment clauses in the 2020 Shingal Agreement.

The Nineveh Provincial Council has opened a five-day nomination window to fill the long-vacant position of Shingal (Sinjar) District Governor, requiring candidates to have at least 10 years of civil service experience and prohibiting applicants whose residency aims to cause demographic change.

Key Statements and Focus Area

  • The Presidency of the Nineveh Provincial Council, under Council Chairman Dr. Ahmed Younis Al-Hasoud, issued an official decree on Monday opening the floor for candidates to formally contest the leadership of the strategic and highly contested Shingal district.
  • According to the official text, "The Nineveh Provincial Council announces the opening of nominations to fill the position of District Director (Qa'immaqam) of Sinjar District for a period of five (5) days, starting from Sunday, October 18, 2026, until the end of official working hours on Thursday, October 22, 2026."

The Provincial Council emphasized that applicants must satisfy complex parameters dictated by the Iraqi Parliament, Provincial, District, and Sub-district Elections Law No. 12 of 2018, as well as the Law of Provinces Not Organized into a Region No. 2 of 2008.

To ensure the post is filled by a career bureaucrat capable of navigating the region's fragile landscape, the state has mandated that any prospective candidate "must have a period of civil service of no less than ten (10) years."

Furthermore, amid ongoing concerns regarding regional alignment and demographic engineering in the disputed territories, the council explicitly stipulated that a candidate must be a native or a continuous resident of the province for at least a decade, "provided that their residency is not for the purpose of demographic change."

FYI

The local administration in Shingal has been in a state of paralysis for nearly a decade. Following the military and political events of October 16, 2017, the previous administrative authority—headed by then-District Governor Mahma Khalil—withdrew from the area.

In the wake of their departure, the critical executive position suffered a major administrative vacuum and has since been managed strictly on an acting or temporary basis.

In an effort to resolve the governance crisis, Erbil and Baghdad signed the landmark Shingal Agreement in 2020, which placed the appointment of a joint, independent, and professional district director at the top of its agenda.

However, instead of unifying local governance, the choice to execute the city’s administrative restructuring independently through the Nineveh Provincial Council has prolonged deep-seated political tensions and rivalries among competing Kurdish and Iraqi factions.
