Key Statements and Focus Areas
- "The Coordination Framework formed a leadership committee to index and study all stalled constitutional laws, as well as laws vital to executing the government program,” the bloc stated.
- The meeting was convened to tackle a range of critical political, legislative, and service-related files, alongside the developments in the regional landscape and their implications on the Iraqi arena.
The Coordination Framework held its 300th regular meeting on Monday at the office of Mohammed Shia al-Sudani, in the presence of Prime Minister Ali Faleh al-Zaidi.
The meeting addressed the distribution of committee chairs and memberships within the Council of Representatives. Attendees stressed that resolving these parliamentary appointments must be guided by competence, political balance, and national partnership.
By settling these assignments, the bloc aims to fully restore parliament's legislative and oversight functions. "This is to ensure the activation of the parliament's oversight and legislative roles and to accelerate the passage of stalled laws.”
Following the finalization of the government lineup, leaders discussed strategies to reinforce the executive branch and maintain overall political and administrative stability.
They “underscored the necessity of adhering to the clauses of the government program and translating political agreements into practical steps that reinforce the performance of official institutions and meet the requirements of the upcoming phase.”
The meeting prioritized fiscal policies designed to stabilize markets, fund development projects, and combat poverty and unemployment. The leadership emphasized their focus on ensuring that upcoming "financial reforms directly and tangibly impact the daily lives of citizens" by immediately improving public services and living conditions.
Additionally, the political bloc strongly backed national security measures by reaffirming their dedication to state control over arms. The leaders confirmed their commitment to resolving the issue of "weapons outside of official state authority by the deadline of June 30, 2027," formally granting the government full power to enforce the security timeline.
The meeting concluded by addressing regional tensions, emphasizing the protection of Iraq's sovereignty and internal security while highlighting Baghdad's active role in promoting regional stability.
FYI
After five months of political deadlock following his appointment in May, Prime Minister al-Zaidi finally completed his cabinet lineup on October 15. Parliament approved 11 additional ministers and three deputy prime ministers to fill the vacant and newly created portfolios.
This completion allowed the executive branch to turn its attention toward implementing its formal government program.
The Council of Representatives closed its first legislative term of the year having approved almost no substantive legislation.
Extensive political deadlocks left a long queue of strategic laws untouched, including the highly anticipated Oil and Gas Law, electoral reforms, and long-delayed domestic violence legislation.
Faced with rising regional volatility and friction from autonomous factions like Kataeb Hezbollah and Harakat Hezbollah al-Nujaba, al-Zaidi and the Coordination Framework extended the armed groups disarmament deadline from September 30, 2026, to June 2027.
Under this compromise framework, a new PMF-supervised directorate will begin cataloging surrendered weapons in January 2027.
