A Kirkuk court has fined Muhammad Amin, representative of farmers in Sargaran, 2 million dinars in connection with two lawsuits stemming from an incident involving his tractor last year.
Key Statements and Focus Area
- Court decision: Muhammad Amin appeared before a judge in Kirkuk as the representative of farmers in Sargaran. The court imposed a fine of 1 million dinars for each of two separate lawsuits, bringing the total penalty to 2 million dinars.
- Complaints filed: One complaint was filed by soldier Karrar Shakir, while the second was brought by the Joint Operations Command. Both cases relate to the same incident involving Amin’s tractor.
The case follows an incident last year in which Amin was assaulted by a soldier while he was plowing his land. Video footage of the incident involving the tractor circulated widely at the time and prompted public attention. The latest court ruling has now resulted in a financial penalty against Amin in connection with the incident.
The case comes amid longstanding disputes over agricultural land in Sargaran involving Kurdish farmers and Arab settlers who were brought to the area. The disputes have continued despite legislative action by the Iraqi Parliament concerning land ownership.
The Iraqi Parliament passed legislation aimed at cancelling decisions issued by the Ba'ath regime’s Revolutionary Command Council and returning affected lands to their original owners.
However, the legislation has not yet been implemented. Farmers in the area continue to face what they describe as military and legal obstacles when attempting to cultivate their lands. The unresolved implementation of the legislation remains a central issue in the continuing land dispute.
