The political alignment between the PUK and the New Generation Movement developed through a series of bilateral meetings aimed at addressing the post-election governance structure in the Kurdistan Region.
Following the October 2024 regional parliamentary elections, representatives from the PUK and the New Generation Movement held multiple rounds of dialogue throughout early 2026 to discuss political coordination and legislative strategies.
On July 2, Talabani and Abdulwahid officially signed a political agreement in Slemani, establishing the "Balance and Prosperity Alliance."
The pact combined the PUK's 23 parliamentary seats and the New Generation Movement's 15 seats into a joint 38-seat voting bloc within the Kurdistan Parliament.
The parties state that the primary objective of the agreement is to correct the course of governance in the Kurdistan Region, as both sides express dissatisfaction with the current administration and accuse the Kurdistan Democratic Party (KDP) of monopolizing posts and decisions.
