Passport authorities confirmed that the Iraqi passport fee was abruptly raised to 101,000 dinars via a phone directive from the Ministry of Interior, sparking local criticism over the steep cost relative to citizens' livelihoods.

Key Statements and Focus Area

  • Salar Abdullah, Director of Slemani Passport, told Channel8 that the cost of issuing a passport was 91,000 dinars, but this morning, October 15, without an official letter and solely through a phone call from the Iraqi Ministry of Interior, they were notified that the cost has increased to 101,000 dinars.
  • The director stated that authorities had anticipated the passport issuance fee would be lowered to a nominal rate of 10,000 dinars.

Speaking to Channel8 regarding the sudden fee increase, the Slemani Passport Director questioned the legal consistency of the decision, criticizing federal authorities for unilaterally raising passport costs without parliamentary approval while claiming they lack the authority to decrease fees without a legislative vote.

He stressed that any citizen who has a complaint can directly contact the emergency services of the Iraqi Ministry of Interior.

The director emphasized that the steep price hike fails to align with the financial realities and livelihoods of ordinary citizens, even as payments remain strictly restricted to electronic and banking channels.

Consequently, the sudden implementation has caused immediate disruption for both passport office personnel and the surge of visiting applicants.

Abdullah announced plans to formally petition the Iraqi Ministry of Interior to contest the sudden fee increase.

He further said that federal authorities previously rejected local requests to exempt cancer and autism patients from passport fees, claiming such humanitarian waivers require a formal legislative amendment by the Council of Representatives.

The director highlighted that the cost of an Iraqi passport remains disproportionately high compared to international standards, citing examples where nations with superior economic metrics offer much lower fees.

For instance, a Spanish passport costs the equivalent of 48,000 Iraqi dinars despite a high national standard of living, while a Swedish passport, which grants visa-free access to 186 global destinations, costs only 72,000 dinars.

FYI

The sudden price hike builds on a structural shift initiated in March 2023 when the Iraqi Ministry of Interior rolled out a centralized electronic passport system to replace the older, decentralized paper mechanisms.

This transition involved major public-private partnerships under contract with the federal government, linking fees directly to operational technology costs and currency valuations rather than standard ministry schedules.

The abrupt 10,000-dinar fee increase directly reflects ongoing contractual adjustments with these tech operators alongside fluctuations in the parallel-market US dollar exchange rates used to settle international electronic verification fees.

While federal passport directorates across the Kurdistan Region and Iraq continue to mandate automated banking channels for electronic processing, local management remains bound to standard federal pricing mandates despite structural variations in local economic settings.
